Tax on investments, inheritance and wealth

Territorial system with no tax on employment income and no tax on capital gains, dividends, interest or rent for individuals who do not carry on a taxable business activity in Qatar. Gains on Qatari real estate and securities are exempt for residents unless part of a taxable activity (non-residents pay 10% on Qatar-source gains). No inheritance, gift or wealth tax; no VAT yet (a draft VAT law has been approved by the Cabinet but not published). Corporate tax 10% on foreign-owned profits; 15% DMTT/IIR for large MNEs from 2025. About 83 treaties, none with the US. Property purchase of QAR 3.65m+ in designated areas gives permanent-residency benefits.

Income tax for employees and remote workers

Qatar taxes no employment income of individuals (salaries, wages and allowances are not taxed regardless of residence). The system is territorial: a self-employed individual may owe income tax on qualifying Qatar-source income, and the PwC page states no personal rates. Social insurance is mandatory for Qatari employees only.

How to get residence

No free movement for anyone. EU, US and other passports use the same routes: residence by buying property of at least QAR 730,000 (temporary, tied to the property), or at least QAR 3,650,000 for permanent-residency benefits. The statutory permanent residence card needs about 20 years of residence. No remote-work visa was found. Citizenship is practically closed.

Employer-sponsored work residenceWorkEU citizens, US citizens, other passportsopenMost expatriates live in Qatar on a work permit and residence permit sponsored by an employer or a Qatar Financial Centre entity.

Citizenship: Not researched from the statute in this pass. Qatari nationality law is very restrictive; the permanent residence card (Law No. 10 of 2018) needs 20 years of legal residence (10 if born in Qatar), enough income, good conduct and Arabic.

Inheritance law and trusts

Muslims are subject to Sharia fixed shares under the Family Law (Law 22 of 2006). Non-Muslims are reported to be governed by their own law, though courts may take jurisdiction and registering a will is advised. Trusts and foundations exist only inside the Qatar Financial Centre.

Summary

Residence and eligibility

Qatar Tax Law (amended by Law 11/2022): resident if the individual has a permanent home in Qatar, or lives in Qatar more than 183 days (continuous or not) in a year, or is a Qatari national. Residence matters little for individuals because tax is territorial and investment income is untaxed.

Capital gains

No capital gains tax for resident individuals on real estate or securities not held as part of a taxable activity in Qatar.

Dividends

No tax on dividends for individuals: dividends from profits already taxed in Qatar or from exempt companies are not taxable, and foreign dividends are outside the territorial scope.

Inheritance and gifts to children

No inheritance, estate or gift tax.

Wealth tax

No net wealth tax.

Special regimes

None. Every resident is taxed the same way; no special regime is needed because the standard position is already nil (see Open questions for announced changes).

Company taxation (kept separate from personal tax)

Flat 10% CIT on Qatar-source profits of foreign-owned entities; entities wholly owned by Qatari and resident GCC nationals currently pay no CIT; oil operations at least 35%. DMTT and IIR (Pillar Two) apply for fiscal years from 1 January 2025; no UTPR. No WHT on dividends.

Qatar Financial Centre (QFC) and Qatar Free Zones have separate regimes (not verified in this pass).

Cost of living notes

City: Doha.

US citizens: US citizens remain fully US-taxed; no Qatar-US income tax treaty.
