## Tax on investments, inheritance and wealth

Territorial system with no tax on employment income and no tax on capital gains, dividends, interest or rent for individuals who do not carry on a taxable business activity in Qatar. Gains on Qatari real estate and securities are exempt for residents unless part of a taxable activity (non-residents pay 10% on Qatar-source gains). No inheritance, gift or wealth tax; no VAT yet (a draft VAT law has been approved by the Cabinet but not published). Corporate tax 10% on foreign-owned profits; 15% DMTT/IIR for large MNEs from 2025. About 83 treaties, none with the US. Property purchase of QAR 3.65m+ in designated areas gives permanent-residency benefits.

- **Qatar tax residence**: No tax on individuals' investment income or gains; territorial system.

## Income tax

Qatar taxes no employment income of individuals (salaries, wages and allowances are not taxed regardless of residence). The system is territorial: a self-employed individual may owe income tax on qualifying Qatar-source income, and the PwC page states no personal rates. Social insurance is mandatory for Qatari employees only.

## How to get residence

No free movement for anyone. EU, US and other passports use the same routes: residence by buying property of at least QAR 730,000 (temporary, tied to the property), or at least QAR 3,650,000 for permanent-residency benefits. The statutory permanent residence card needs about 20 years of residence. No remote-work visa was found. Citizenship is practically closed.

- **Real estate residency with permanent-residency benefits (QAR 3,650,000)** (Investor residence; EU citizens, US citizens, other passports; open): Buying property worth at least QAR 3,650,000 (about USD 1 million) gives permanent-residency benefits such as health care, education and investment rights.
- **Real estate residency (QAR 730,000)** (Investor residence; EU citizens, US citizens, other passports; open): Buying property worth at least QAR 730,000 (about USD 200,000) gives a residence permit tied to owning the property.
- **Permanent residence card (Law No. 10 of 2018)** (Other; EU citizens, US citizens, other passports; open): A card giving most citizen benefits to long-term residents; it takes about 20 years of residence.
- **Employer-sponsored work residence** (Work; EU citizens, US citizens, other passports; open): Most expatriates live in Qatar on a work permit and residence permit sponsored by an employer or a Qatar Financial Centre entity.

Citizenship: Not researched from the statute in this pass. Qatari nationality law is very restrictive; the permanent residence card (Law No. 10 of 2018) needs 20 years of legal residence (10 if born in Qatar), enough income, good conduct and Arabic.

## Inheritance law and trusts

Muslims are subject to Sharia fixed shares under the Family Law (Law 22 of 2006). Non-Muslims are reported to be governed by their own law, though courts may take jurisdiction and registering a will is advised. Trusts and foundations exist only inside the Qatar Financial Centre.

#### Summary

#### Residence and eligibility

Qatar Tax Law (amended by Law 11/2022): resident if the individual has a permanent home in Qatar, or lives in Qatar more than 183 days (continuous or not) in a year, or is a Qatari national. Residence matters little for individuals because tax is territorial and investment income is untaxed.

- **Property-owner permanent residency benefits (first class)** (EU, US, OTHER): Purchase of property worth at least QAR 3,650,000 (about USD 1m) in designated areas gives permanent-residency benefits including health, education and investment rights (Aqarat). Minimum: 3,650,000 QAR.
- **Property-owner residency (second class)** (EU, US, OTHER): Purchase of property worth at least QAR 730,000 (about USD 200,000) gives residency tied to the property (Aqarat). Minimum: 730,000 QAR.
- **Employment / company residence** (EU, US, OTHER): Residence permit through an employer or a company (e.g. Qatar Financial Centre entity).

#### Capital gains

No capital gains tax for resident individuals on real estate or securities not held as part of a taxable activity in Qatar.

- **Rate basis:** Qatar income tax is territorial; PwC: gains on disposal of real estate and securities are exempt unless part of a taxable activity. Foreign gains are outside the territorial scope.
- **Professional trader:** An individual whose dealing amounts to a taxable 'activity' in Qatar would be taxed at 10% on that Qatar-source business income; passive portfolio investment is not taxed.
- **Foreign assets:** Foreign-source gains are outside the territorial scope.
- **Important exceptions:** Non-residents are taxed at 10% on Qatar-source capital gains. A capital gains return is due within 30 days of a sale where tax applies. A business 'activity' is broadly defined (including exploitation of movable or immovable property), so an individual running a Qatar business could be taxed at 10% on its income.
- **Confidence:** high (partially_verified), verified 2026-10-15.
- **JSON numbers:** headline 0.0; listed domestic 0.0, listed foreign 0.0, private business 0.0, local real estate 0.0, foreign real estate 0.0.

#### Dividends

No tax on dividends for individuals: dividends from profits already taxed in Qatar or from exempt companies are not taxable, and foreign dividends are outside the territorial scope.

- **Rate basis:** Territorial system; PwC income determination: dividends not taxable if paid from taxed or exempt profits; bank interest not taxable for individuals without a taxable activity.
- **Outbound WHT:** No WHT on dividends paid by Qatari companies.
- **Treaty network:** About 83 treaties listed by PwC; no treaty with the United States, so US dividends held directly bear 30% US WHT.
- **Confidence:** high (partially_verified), verified 2026-10-15.
- **JSON numbers:** domestic 0.0, foreign gross 0.0, credit method `not_applicable`.

#### Inheritance and gifts to children

No inheritance, estate or gift tax.

- **Gift tax:** None.
- **Foreign assets:** No tax on any asset, local or foreign.
- **Domicile rules:** Not relevant for tax.
- **Thresholds:** No tax, so no thresholds.
- **Important exceptions:** Succession, not tax, is the issue: personal status (family) law based on Sharia governs inheritance of Muslims, with fixed shares (a son typically takes twice a daughter's share) and at most one third freely disposable by will to non-heirs. How estates of non-Muslim foreigners are handled (home-country law, own religious rules, or Sharia by default) was not verified for this country; non-Muslim families should take local legal advice and hold portfolio assets outside the country or through a structure with a clear governing law.
- **Confidence:** high (partially_verified), verified 2026-10-15.
- **JSON numbers:** basis `none`, children `fully_exempt`, exemption 0, brackets none, other transfer cost 0.0.

#### Wealth tax

No net wealth tax.

- **Property taxes:** No property tax. Owners pay registration fees on property transfers and landlords pay lease registration fees (rates not verified).
- **Confidence:** high (partially_verified), verified 2026-10-15.
- **JSON:** type `none`.

#### Special regimes

None. Every resident is taxed the same way; no special regime is needed because the standard position is already nil (see Open questions for announced changes).

#### Company taxation (kept separate from personal tax)

Flat 10% CIT on Qatar-source profits of foreign-owned entities; entities wholly owned by Qatari and resident GCC nationals currently pay no CIT; oil operations at least 35%. DMTT and IIR (Pillar Two) apply for fiscal years from 1 January 2025; no UTPR. No WHT on dividends.

Qatar Financial Centre (QFC) and Qatar Free Zones have separate regimes (not verified in this pass).
