Tax on investments, inheritance and wealth

Vanuatu levies no income tax on individuals or companies, no capital gains tax, no withholding tax and no estate or death duties (Vanuatu Investment Promotion Authority). Revenue comes from 15% VAT, import duties, a 15% tax on rental income above VT 200,000 per six months and stamp duty of up to 1% on some property and share transfers. Vanuatu sells citizenship (from about USD 130,000, reported), but the EU suspended visa-free travel for Vanuatu passports over that programme.

How to get residence

No free movement for anyone. The Development Support Program gives citizenship for USD 130,000 (single applicant) with no residence requirement, but the passport has no visa-free access to the EU (waiver suspended; reported as full from 2023 or December 2024) or the UK (visa required since 19 July 2023), and new acceptance is unconfirmed after 2025 programme pauses. Ordinary residence is by self-funded income of VUV 250,000 a month, a foreign investor certificate or employment.

Inheritance law and trusts

Vanuatu has a Wills Act and received UK trustee law, but custom land cannot be left by will. No fixed heirship share was found. Foundation law and Hague Trusts Convention status are not confirmed. A 2023 Law Reform Commission review of wills law is under way.

Summary

Vanuatu levies no income tax on individuals or companies, no capital gains tax, no withholding tax and no estate or death duties (Vanuatu Investment Promotion Authority). Revenue comes from 15% VAT, import duties, a 15% tax on rental income above VT 200,000 per six months and stamp duty of up to 1% on some property and share transfers. Vanuatu sells citizenship (from about USD 130,000, reported), but the EU suspended visa-free travel for Vanuatu passports over that programme.

US citizens: US citizens remain subject to US federal income, estate and gift tax on worldwide income and assets wherever they live; the app adds the federal layer. Where local tax on portfolio income is nil there is nothing to credit against US tax.
