Tax on investments, inheritance and wealth

No emirate income or inheritance tax. Property ownership by non-GCC foreigners is more restricted than in Dubai or Abu Dhabi (not verified in this pass). Lower housing costs than Dubai; commuting distance to Dubai.

Income tax for employees and remote workers

No federal or emirate-level personal income tax on employment or self-employment income (PwC, reviewed 9 Sep 2026). Non-GCC expatriates pay no UAE social security; only a flat unemployment-insurance fee (AED 5 or 10 a month) applies. A person running a business pays 9% UAE Corporate Tax only if business turnover exceeds AED 1 million.

How to get residence

No group has free movement. EU, US and other passports all use the same permits. The cheapest long-stay options are a Dubai 2-year property investor visa (any single-owner property, no minimum), the Dubai remote work visa (USD 3,500 a month) and the 10-year Golden Visa (AED 2,000,000 in property or public investment). Retirees aged 55+ need AED 1,000,000 in property or savings. Citizenship is by invitation only.

Citizenship: Citizenship is not open by application. A 2021 amendment (announced 30 January 2021) lets the rulers' offices nominate investors, specialised talents and professionals; there is no ordinary residence-based route for investors or retirees.

Inheritance law and trusts

Muslims are bound by Sharia fixed shares and a one-third limit on bequests. Non-Muslims can now choose to have their own country's law apply, or leave a will under Federal Decree-Law 41 of 2022, and the DIFC and ADGM wills services let them register a will with full freedom. Trusts and private foundations exist inside the DIFC and ADGM free zones, not under onshore federal law.
